Dial Tone when hitting messages button

Hello everyone! Wanted to see if anyone has seen this behavior.

Yealink T46 phones, 3cx ver 16. I have an office with multiple phones that all of a sudden when they hit the messages button, they just get dial tone versus prompting for pin. If they hit the messages button "hands free without picking up the handset, it works fine?

Did this happen after moving to Version 16? New template/update to the sets? Was a firmware update done on the sets? Some event must have triggered this. Have you tried doing a complete reset on one phone, then re-provisioning?
