I have setup my system with 3 digit extensions. We kept the users extensions from our old key system when we moved to 3Cx. My users need to be able to dial 211 and be connected to the 211 Services System, and not the internal extension 211.

I setup an outbound rule which is at the top of the list to use a prefix of 4211, and stripping the first digit. When I test calling 4211 the line rings busy, the desk phone displays please hang up, and my call history shows not answered.

Any help would be great.

Does an extension 211 exist on your system?
 
Its better to make a call forward from the extension 211 and make sure your trunk provider actually dials 211
 
I do not understand what you mean to forward from ext 211 so the call becomes outbound
 
3CX will always check to see if a dialed number exists internally, and connect to that, before going to the outbound rules. That said, if someone is dialing 4211, and it does not match an extension, but a rule with that number exists, then it should be used. Look at the 3CX Activity Log (Verbose) to see what is happening with the call. I suspect it is an error in the outbound rule.

Hi @prb1412 please validate that you have an outbound rule to dial the number, for example

Strip one digit and then, from the activity log you can check if the call is being routed correctly to the outbound rule:

Please note that the order of the outbound rules is important since the system checks them from the top to bottom and the first match will be used.

You have to check with your voip provider if you are allowed to dial such kind of number or if they need a specific format for those calls...

You would have to try allowing a country code matching 21 or 211, which may not be advisable in the long run in the event someone actually attempts to call a country using that code. You'd have to see what goes through and what is blocked. If crafted correctly, the outbound rules can still restrict international calls, based on number of digits, and which extension is making the call..
