Dialing using outbound rule from missed calls

How can I setup the 3cx system to dial missed calls using our outbound dial plan (9) when that does not show up on the caller id informaiton on my phone or the 3cx assistant? Is there a location that I can prepend all the caller IDs coming in with that outbound rule?

Some ATA's will prepend a digit to inbound caller ID, I'm thinking of the SPA3102.

I had a similar problem dialing from the caller list from the Polycom 321 phone. I added an outbound dial rule that matched 10 digits, set my Gateway to dial out on and prepended a 1 (for US dialing). No "9" was needed.
