Solved Difficulty with outgoing International calls to 011

I am trying to get international outgoing calls to 011 prefix to work. I have configured the trunk on the trunk provider per their instructions with International calling allowed and an upper limit on the cost per minute. I have downloaded their rate table and verified that the limit specified on the trunk at the carrier accommodates the maximum to the countries the client wishes to call. Therefore, I do not think the outbound calling issue is at the trunk layer.

I am trying to make outbound INTL calls to 011390302xxxxxx
Ultimately, this is a total 15 digit number whose prefix is 011.
The outbound rule for international calling is identical to the one shown in the 3CX article. Calls to numbers starting with prefix 011 with route to VOIP provider strip three digits and prepend 00.

I have the INTL dialing outbound rule specified as second in order of priority. See included image.

Verbose log shows me this. The PBX is terminating the call. It says reason rejected, but I don't know why.

I don't understand why the outbound rule should be configured to strip three digits and add two zeros if the trunk provider is expecting to see 011 in front of the full number.

Ideas and suggestions please.

If the provider expects to see 011 I don't think there's a need to strip it.

Have you tried just setting up the rule for calls to numbers starting with 011 but not stripping or adding anything?
FYI you left the full number in the lower portion of the log.
 
I just tried the mod of not stripping any numbers and it is still being denied. I'm checking with the trunk provider to find out what format they expect it to be in.
I was trying to determine if the PBX issues a BYE, does that mean that the PBX is denying it or is it the trunk provider which is denying it?
 
I heard back from SipTrunk. They say to strip three digits and do not prepend anything. This appears to work. If anyone else is using SipTrunk, that seems to work.
