Disabled Divert to VM from Q

I have a customer with agents in a 'Ring All' queue, but if they press the 'divert to voicmeail' button it gives the 'voicemail disabled' which it is. All the 'forwarding fules' for the agent are setup to forward back into the Queue. It's a 24/7 dispatch center, so ending a call isn't really an acceptable practice. If I could disable that button it would work as well, but any solution would be helpful. THANKS!

I see lots of posts about the end call but nothing specific to our case. Any input is appreciated.
 
If it is the agents attempting to divert the call to voicemail, which they are not supposed to do, then it sounds like an "education" problem.
 
I agree 100%, apparently ti's clicked in error, but should be able to manage not clicking it. However, my role is to try to solve via technology so that's what I'm trying to do :)

What type of set is being used? Perhaps it is possible to disable that key via programming.
