Do ALL SIP Providers force +1xxxxxxxxxx when sending SMS messages?

I have clients that will not want to add +1 to every SMS message they make. And their company phonebook doesn't have the +1 on any of their numbers.

Isn't there a way to strip out +1 for SMS messages somehow. When we had Google Voice, we didn't have to add +1

The SMS feature requires the sending DID and the number that the SMS is sent to be in E164 format (+1xxxxxxxxx).

There is no way to prepend or strip the +1, as SMS does not use outbound rules.
