With the exception of an analogue set, DTMF tone length is the result of a number of factors, and may not be adjustable. There are several DTMF Methods (audio being one of them) that can be specified, at the set, a Gateway, and what is wanted by your provider. If DTMF is sent as a SIP message, that is exactly what happens...a message is sent that say "produce DTMF tone for digit 2". You can't make the tone longer unless it is produced in your PSTN gateway (if that is what you are using), and there is a setting to do that. In most cases the tone is produced beyond 3CX, (at your provider, or beyond).
Check that you are using a Method that is supported by your provider.
