Dummy Extension, Call to Mobile but use another DDI instead of mobile

I know this topic has been covered a lot but I have a slight twist, I need to use a dummy extension for each of 7 branches for a client. Some branches have 1 phone, some 2.

During the day I need them to be able to divert all inbound calls quickly and easily to another branch
At the end of the day I need them to divert (at a time of their choosing) to their head office

Easiest way to do end of day is by renaming one of the optional status to "Divert to Head Office" and give them delegate rights to change the Dummy Extension status
Equally we can do the same for DND and have them change the DND destination to the branch of their choice for ad-hoc diverts during the day.

To do this I need the dummy ext to stay online, my understanding is that having it "Include Mobile calls" will keep it online but obviously I don't want it ringing anywhere else.

Can I set up another DDI on the same system that goes to another extension that just rings for ever?
Will the above cause a routing issue as the ext will call another full ddi on the same system?
Any idea how I can create an offline extension or DDI that will ring forever?

What you might try (and I have not tested this), is to ring another extension, rather than a mobile number. Disable voicemail on the extension. It should continue to ring when called. It will require that a device be registered (an ATA?), but could be used for multiple originating sets. Set it to allow more than one call at a time to prevent it from being busy if another call is also ringing it.
