Is it possible that if a particular outbound number is dialed that an e-mail of that dialed number is sent to the administrator of our pbx

Doubtful, all of your options for email notifications as standard can be found under: Settings - Email - Email notifications.

You could add the number to the "Emergency Numbers" list and you should get notified the same way you get notified from someone calling 911.

I had a similar idea to 3cxnub. I was going to suggest our 3CX Emergency Notifier add-on could be set up to do this. If the number you are monitoring is indeed an emergency number, I think 3cxnub's answer is spot-on. If it's not an emergency number, and you just want to keep an eye on this particular number, then my solution might be a better fit.
