Electron Desktop app fails with missing ffmpeg.dil

We are seeing a lot of clients reporting that the Electron based desktop app is failing with this error message

The code execution cannot proceed because ffmpeg.dil was not found. Reinstalling the program may fix this problem.

I am aware of the recent issue with it but is this related ? And most importantly how to fix it
 
ffmpeg was the infected file, so most virus blockers quarantine/delete it, so that when you try and open 3cx it will fail because it will not be allowed to open ffmpeg.

Thanks for the explanation - yes we are in the process of re-deploying the legacy app
