email template not working as it output "text/plain"

I'm trying to customize the HTML email template, as below. however, it displays email in 'text/plain' rather than 'text/html'. In other words the HTML template is not rendered, instead, it was used as plain text.

3CX Version = V15.5.15502.6
(downgraded from V16 upgrade nightmare, as CFD was removed ... ...)


my email template is as attached text.

basically, we try to create a responsive email template, any recommendations are welcome.

are thre anyway to test email template without actually sending it?

I think it's because <html> tag is not allowed to contain any extra text <html lang="en"> will not work.
