Extension no external calls except when the operator forwards them to an external call

Hi

We have an old analog phone system and we are moving to 3CX.
With the old analog phone system, our extensions are in the 200 range for external numbers e.g. extension 200 corresponding to external number XXX XX X2 00
We also have extensions in the 300 range, they can only make internal calls except when a 300 number calls to the operator at the front desk they can transfer them to an external call.
The 300 number can't make an external call on its own, it always needs to call the operator first and they can transfer them to an external number.
This is also the case for making international calls. Extensions can only make international calls by calling the operator and they transfer them.
Can we also achieve this with 3CX?

In the outbound rules, you can restrict the use of a rule, to a range or several extensions. If the extenson numbers are not in there , the call will fail.
