Is it possible to create outgoing rules based on a time slot? Example, would I like to inhibit external calls to a group of users outside working hours?

You can use the switch status for these users and enable them the parameter disable outbound calls outside office hours.

The only thing that needs to be set on a user-by-user basis is if you want to create a personalized timetable, for example by extending the possibility of making outgoing calls 30 minutes beyond working hours.

This in the only way to inhibit external calls to a group of users outside working hours, you can configure custom hours for those extra minutes.
