Fanvil x4 DHCP Negotiating

So, I am setting up about 40 Fanvil x4 phones on a new v16 server. DHCP get stuck on "Negotiating..." for what seems like minutes every time the phone starts up. This happens with the factory 2.6.0.5850 and the updated firmware from 3cx 2.10.0.6646 They do eventually acquire DCHP and work. I am running 3cx on Windows Server with DHCP running on the server. My network equipment is all Cisco 3560 switches and I am using a voice VLAN with LLDP enabled.

Does anyone have any ideas for improving the performance on these?
 
Is there the same delay if you move a set (as a test) to a different router/DHCP server?.Do other make of sets , or other devices, have this issue on the network? Have you used Wireshark to see what is actually happening?
 
I'm trying to get Wireshark working, but it is a VMWare virtual server and it isn't so easy to get data to capture and I don't have much experience with Wireshark.
