Hi,
when we call +49... or +43... over 3cx Client CTI, then it doesn´t call +49. It calls 49...
So it takes the wrong outgoing rule.
The issue is that Telekom Germany only accepts +49 and not 0049
Direct call with 3CX Client works.

How can I solve this?

On the activity log, do you see the number as 0049 ?

Have you tried creating a outbound rule, looking for prefix 0049 , strip 4 digits and append +49
 
perhaps this is done by the phones dialing rules.

Please note that when in CTI mode you need to enable option "Replace + with 00" as phones do not recognise the + sign and ignore it. You can then create an outbound rule that strips the "00" and adds the + again.
The option can be found in the 3CX clients settings / configure Accounts / Edit your account / Advanced settings and scroll to the bottom.
The 3CX client in SIP mode can handle the + sign and that is why it is working in that scenario.

I am afraid you will need to set it manually to each user as there is no option to auto provision this setting through the management console.

The webclient uses uaCSTA to contact the phone so it is able to perform the call without the need for that setting.
To be more accurate CTI used Http to contact the phone. With uaCSTA it is the PBX that contacts the phone and it is directly SIP.
