Firewall blocks IP even if subnet on whitelist?

I have set the private range 192.168.0.0/16 to always good
Still an ip of a client (windows web) with the (sample) ip of 192.168.15.157 was automatically blacklisted after N unsucessful logins.

How can I make sure that no blacklisting will occur for a subnet?
 
correct me if I am wrong, we add the client to the blacklist but it still operates normally due to the whitelist?

I have a running system whith a whitelist containing the address space 192.168.0.0/16
Now, I start the web-client on a windows machine, an try to login multiple times with wrong credentials from a PC with the ip 192.168.1.10
Expected result: nothing
result what I experienced: IP will be blocked

Do I have to search at my end what I might have done wrong or is this an expected behaviour?
