I've read through many 3cx forum posts and seem to be having the opposite problem to most people.

I have a customer who has a business where they are rarely in the office and so divert their phones to their mobile.
The 3cx will forward the caller id through to the customer's cell phone meaning that they dont know if incomming calls have been made to the business or directly to their cell phone.

The system is Version 16 hosted on a windows server using 2Talk as a SIP provider
The business caller ID is entered in the SIP Default Caller ID field
I have also entered it in the outbound rules Outbound Caller ID field and the Outbound Caller ID field for the extension that is diverting to the customer's cell phone after 1 second.
Looking at the Outbound Parameters SIP Fields
Contact : User Part
From : Display Name
From : User Part
P-Asserted Identity : Display Name
P-Asserted Identity : User Part
are all set to
"OutboundCallerId" Outbound caller Id taken from Extension settings in management console"

I'm really not sure how the originators caller ID is being forwarded now.

Are they using 302 diversion to divert the calls? How are they diverting them? Also why don't they use the 3CX mobile apps to receive the calls to their extensions without the need to forward the calls?
 
A couple of things you might consider... If they don't care about the originators caller ID and won't mind getting the office number showing, then a rule specific to the mobile number (placed in the outbound rules above the "general" rule), could have the main office number sent as the caller ID.They wouldn't know who was calling, but would know it was a call from, or passing through the office PBX.

The other "trick" that I used, until providers began blocking any non-standard caller ID, was to modify the caller ID of the outbound calls. I has added a 9, prefix to the number, so i knew that the call was coming through the PBX.

Now, depending on what your provider allows, you might be able to add, or remove a digit, making the number appear different from a "normal" call. Again, this would have to be permitted by your provider, and may/will affect other outbound calls, so be cautious.
