Forwarding numbers

I have extensions setup to ring mobile phones customer needs to be able forward one of those mobiles to another mobile but when doing that the main number goes strait the cell phones voicemail.This was working with no issues for weeks i am not sure what has happen for this to stop working.

Which mobiles VM is it going to? ,The first phone's, the one doing the forwarding, or the second mobile's VM?

Is this a 3cx problem? if i'm not misunderstanding it seems your mobile can't forward calls.
