Forwarding Rules different External vs Internal

So, I had a request from a user.

He would like a status that he can set to send External calls to voicemail, but Internal calls ring his phone.

I had a custom status that I was going to set like this, but I don't see a way to do this.
It looks like I need a separate "timeout" for external calls, as the external calls use the same setting within Internal calls.

Anyone see a different way of doing this? It needs to be a status, so the user can change between statuses when they want to.

Use extension exceptions and wild cards?
Just looked and that won't work as the exceptions stay the same for all statuses.

Not tested but what about a second account on the phone.
Forward internal to 2nd account.
External to VM.
