On Version 16, when installing using the Debian ISO, the PbxWebConfigTool screen did not appear, and only returned to the initial login screen on the console after install and reboot.
when trying to run the PbxWebConfigTool manually, this would not work.
What i did find was /usr/sbin/3CXLanuchWebConfigTool which then allowed me to log onto the web config page at http:<ipaddress>:5015?v=2
