Gateway for Skype service starts then immediately stops

I have installed and reinstalled both skype and 3CX Gateway for Skype several times always same result. When I am installing the 3CX Gateway it seems to install OK but does not open instead I get the error "Gateway configuration program is already in use by another computer user, please try again later!" There are no other users logged into the machine, I am using Windows XP Pro SP3 on a Compaq Presario SR1300nx.
