I have a fire department that records a daily "Outside Burning is Allowed/Not Allowed" message. There is an IVR prompt that sends the caller to find out if they can burn or not. On the current system (Not 3CX yet) it is a regular voicemail box that they log into and change the greeting. The message plays and hangs up. The current PBX allows you to prevent someone from leaving a message.

The users will not have admin access to the management console to change IVR settings. They will only have access to manage an extension.

Any suggestions on how I could accomplish this without the system recording a voicemail message.
 
If you need the initial IVR, you could have them make a choice that sends them to a second IVR, plays a message, then simply ends the call (they cant make any other choices). Keep in mind that people will only try to record a message if they think they can. If you did choose to use a voicemail for the message, record a long silence after the message, or silence, then (fast) busy tone. I think they'd get the idea to hang up at that point.

If you have a specific number for this purpose people call then you could create an inbound rule that points to a Dummy extension. Then by switching the status of the extension you can direct the call to 2 different Digital receptionists that play the 2 pre-recorded messages. Users can easily change the status of the extension which will in turn direct callers to the correct message.
