Get ISP IP Removed From Global Blacklist

For the first time I came across a client whose client IP is on the Global Blacklist. At first we thought the ISP was doing some sort of ALG or NAT because we could get to the Admin page but no MSFT cred and logging on we got the "too many login attempts." The Web client would load just with greatly reduce functioning. We checked the blacklist, and it was not listed there however when we unchecked GB participation it worked. So the question is how do we get the ip removed from the GB and do we have visibility to what's listed in the GB so we can advise this ISP of any issues?
 
If you add the client's IP as an Allow does it work?

SteveITS, yes adding to blacklist as allow works our concern was that as a dhcp client what if the whole subnet was blocked, we did not want to be herding cats. As it turned out that was the case, so removal was the best option and 3CX was quick to respond with that effort.
