Google Cloud restrictions?

I happened to be looking up info today in VOIP and setting up 3CX when I ran into a post by bvoip discussing Google's restrictions on anything utilizing PSTN. Was about to migrate company phones to google, but this is a huge issue, especially if our account gets closed for restricted usage. Below is their restrictions guidelines:

(e) unless otherwise set forth in the Service Specific Terms, use the Services to operate or enable any telecommunications service or in connection with any Application that allows Customer End Users to place calls or to receive calls from any public switched telephone network;
 
Doesn't sound as if it is just limited to PSTN...VoIP connects to the public switched telephone network as well. Is there more in the "otherwise set forth in the Service Specific Terms" section that is more specific?
 
I keep trying to post the service specific terms, but the site keeps flagging me for spam. Mentions Telecommunication and call related restrictions in the "Restrictions" section of the agreement.
