The 702 is an ATA (analogue telephone adapter), not a PSTN gateway. It allows analogue phones to be used with 3CX, it is not a trunk device.
In a nutshell...create the extensions in 3CX, make note of the password. In the 702, the "main" settings are the Primary SIP server (IP of the 3Cx server), SIP User ID (the extension number), Authentication ID (same as extension number, but may not be needed), and Authenticate password (the password from 3CX you made note of.)
SIP registration should be YES
Register expiration can be set to 29 (minutes)
There are other settings, that can be tweaked to make using the phones use a bit smoother, such as dialplans, but the settings provided should get you dialtone and the ability to place and receive calls.
Caller ID settings, ring cadence and tones, may have to be "localized" for your area.
