Group admin's web client favorites visible in other group admin portals

I am not sure if this is a bug or something I need to turn off since I have yet to find a setting to turn it off. Let me explain the scenario. This is a large server of 2000 extension but in my example I will use a server of 10 to make it easy to understand.

I have a group named "Sales".
The members are extensions 100 to 105.
Ext 100 and 105 are group admins.

I have another group named "Operations".
The members are extensions 105 to 109.
Ext 105 is the group admin.

Here is the problem:

If Ext 105 adds ext 107 (or any other extensions not in Sales) to his favorites in his web client, Ext 100 can now see and manage extension 107 as if it was a member of the Sales group even though it is not in the Sales group.

Has anyone else experienced this? I am running version 15.5 and this happened in both SP5 and SP6.

I have cleared the DEFAULT group so no one is a member. Still seeing the "issue".

Please note that i cannot replicate this behaviour as the extension is only visible in its own group after it is added to favourites. Make sure that the groups do not have the option "Publish group information to all members" enabled.
