Hash key issue in numbers dialed by Soft phone

We need to insert in phone numbers hash key for entering security code while dialing outside our analog PBX. But 3CX System or soft phone (i'm not sured) transmits hash key as '%230' characters combination. As result, destination is unreachable. How we can resolve this issue?
And by the way, how pauses can be inserted in dialed string?

It's standard. RFC3261 states that '#' should be escaped with %23 sequence when used in URI. Nevertheless, it couldn't be the reason of failure, because PBX correctly translate it to '#' and back. So, I would suggest to look for cause somwhere else.

Maybe issue is in D-Link Gateway... It resolve number strarting from %23 as 23 and dial this number. Do you have any ideas how to fix it? Gateway model is D-Link DVG-3004s.

No, I do not. Probably you should address this issue to manufacturer.
