Having issue calling Ireland from Canada

I enabled Ireland as an allowed international destination. It says online you dial 011 before the number, so for example Dublin's tourist information office would be 01135314370969. Whenever we call it though the 3CX soft phone says "Call failed, not found." If I check the call logs they show Not Answered, but our SIP provider never gets the call and confirmed there's no request coming from our PBX to make this call, so it's never making it out of 3CX.

Is there anything else I have to enable or anywhere else I need to look to figure out why it's not working?

We just bought a calling card since it was urgent but not sure why it won't work or if I'm doing something wrong?
 
Do you have an outbound rule that handles this?
011 353 is correct for US.
Who is the provider?
Does it work with another provider? We always have a backup trunk in place.

I tried calling this number and got a recoding that the number is busy. I see the call in my Flowroute CDR's as not answered.

Is CALL FAILED announcement part of 3cx?
There is "Call transfer failed", "Message saving failed" and "Operation failed."
There is a "Called number does not exist" announcement.
Your announcement is not in the list.

Are you able to successfully call other numbers with the same country code?

Your error looks an outbound rule issue so check that you have an outbound rule matching the call you are trying to make. Also check your E164 settings to make sure that the number is not reformatted to something invalid.
