help with outbound source pattern for sip trunk

New to 3CX - appreciate any help from the community!
I have 2 sip trunks. All of our calls are to US destinations. My first trunk (flowroute) will not accept outbound calls without a 1 country code, but all of my staff is used to dialing without the 1, so it goes out using my second/backup trunk. Everything still works currently, but my event log is filled with hundreds of error messages like:

SIP Server/Call Manager ID: 12294
Call or Registration to XXXXXXXXXX@(Ln.10001@Flowroute) has failed. XXX.XX.XX.XXX replied: 403 Destination Above Max Rate - [email protected]; from IP:XXX.XX.XX.XXX:XXXX

Now I asked some of my staff to use 1, but it is inconsistent, so I need something that will allow 1XXXXXXXXXX to pass through but modify XXXXXXXXXX to add the preceding 1.

Create outbound rule to add the 1 by using the prepend option.- https://www.3cx.com/docs/manual/sip-trunks/

You need select one of the 'Apply this rule to these calls' , so you probably need to select 'Calls to numbers with a length of' and type 10.

Note : You can have multiply outbound rules, rules are processed from the top down
