How many Simultaneous Calls (SC) does Forward to Outside Number use?

Scenario:
Small business with low user count but fairly high call volume.
ALL unanswered calls forward to an outside number (call forward on busy/no answer).
No voicemail is used, etc. Outside answering service handles all overflow and sends messages back.

Current setup:
4 POTS lines to old PBX
Currently, unanswered calls forward at the provider level and free up the line

Question:
How would this work on 3CX using SIP trunks? I mean, I know how to set it up in trunks and ring groups, but how would it count towards calls?
One call? Two? None?
How would this work if all SC are in use? I'm assuming the SIP provider would forward at that point?

The SIP provider wouldn't know about the forwarding. Unless the SIP provider can forward calls, in which case they wouldn't hit 3CX at all. Otherwise I believe the caller gets an error message if no SC are available. Maybe plan for 8SC, and watch the dashboard or wait for the license limit email notification, and upgrade if necessary.

It would depend if the SIP provider supports diversion headers or not. Diversion header should bounce the call without taking a SC. Also, some providers will let you set a DNA rule to forward at the provider level which would also avoid hitting 3CX and thus consuming a call path

One SC makes sense, two is ridiculous but also does make sense, which is why I asked. This is what I was worried about, and honestly doesn't seem fair.

Skyetel is great, I'm going to ask them what they can do on their end. I've only used forwarding on their end in case of a PBX issue though, never in cases like this.

Skyetel is great, I'm going to ask them what they can do on their end. I've only used failover on their end in case of a PBX issue though, never in cases like this. I assumed once the PBX answered the call (even to a ring group) that a DNA rule wouldn't work. However, if all SC were in use (even for forwarding) then I would definitely need forwarding at the Skyetel level. Honestly, the business would do fine with 8SC as long as Skyetel could help me figure out diversion headers. That's a term I didn't know (although I do understand what it means), so thanks for that info so I can be more educated when asking for help!
