How to get local rate center numbers?

I want to get a few new DIDs for cold calling. The issue is that I want to get numbers that are immediately recognizable in my local area (which is likely to translate to a higher answer rate versus a 1-800 or out of the area prefix). I live in a small town and there are < 10 prefixes (basically 2 per major cellphone company) that are immediately recognized by the people that live here.

Is there a way to buy numbers with those 10 (or so) prefixes? The only loophole I could come up with is to set up a Verizon (or whatever carrier) prepaid account and then port the number out. That ends up being about $60 per number, however ($30 activation fee plus $30 for first month of service).

Sorry for my answer aside what you ask for.
This is a SIP provider question no ? they are the one first concerned providing geographicals numbers, this is how it works in France, so surprised with US prices you get , that's not invisible costs.
For us to port a number to sip provider cost is 9€, monthly rent is 0.3€ by number and you can have unlimited plan including mobile, Europe, for 19€/month by sip channel
 
The provider, Flowroute in my case, though I have contacted a few others. Are unable to get me numbers in my local rate center at all, unfortunately.
 
You would have to find out who has been issued the blocks of local numbers, then see if any of those companies will offer them as DIDs.

Unfortunately, what you are attempting to do, get people to answer simply because the number appears to be local, is what many "organizations", placing SPAM calls, do. Most can't be bothered obtaining legitimate numbers, they spoof them. This makes people reluctant to answer any call they don't recognise.
