Inbound 911 Behavior

Hi All,

I have a local school on 3CX for their phone system. Each of the classrooms has a Fanvil X3U phone as an endpoint, and each of the classroom phones has a DID for E911. The classroom teachers are reporting that they are getting spam/robocalls during class and they want to stop those. Unfortunately, the SIP trunk provider doesn't have a spam/robocall blocker (the SIP trunk provider wasn't my choice, I would be using SkySwitch with NoMoRobo if I had my way).

I was thinking that I could set each of the classroom phones to "Away" or "Do Not Disturb" and set internal calls to come through and external calls to go immediately to voicemail. My concern is with 911 calls. When someone makes a 911 call, dispatch will either have the caller stay on the line or they will hang up and call the person back (in an emergency situation the caller is usually asked to stay on the line, in a crime/self defense/accident/etc. report the dispatcher will call back).

Basically, I want 911 dispatch to be able to reach all of the numbers on site without having to go through an auto attendant, while still blocking spam/robo/unwanted calls. Will the "Away" or "DND" statuses prevent 911 from reaching the extension is external calls are set to go immediately to voicemail?

My last ditch effort is going to be setting up the above programming but putting 911 as an exception for each extension and then working with local dispatch to make sure calls come through properly.

I may be mistaken, but I think that when 911 call back the number they show is not 911.
 
If it is expected that a 911 dispatcher may call back to a DID that originated the call, then, because you don't know their caller ID, you will not be able to "pick out" 911 call-backs to allow them, while blocking all other calls. The only thing you might do is use an IVR, for each DID, requiring a caller to make a selection, to continue the call, which a "robot" cannot do. A simple message such as "please press 3 to connect your call"
