Inbound DID area code/wildcard

What is the difference between using inbound rules with a DID of "*456-7890" and "123-456-7890"? If I have it with the wildcard, it's my understanding that it will route calls whether someone dials it with or without the area code. Does it cause problems if I have the area code in the DID, and someone calls without the area code?

I guess my question is, will it still work if I have the DID as 123-456-7890 and someone calls our number, but only dials 456-7890?
 
It does not matter how the number is dialed - but how it is presented to you by your provider. I have seen both 10 and 11 digit presentations on VoIP Providers. I have never seen a 7 digit presentation.
If you do not know 10 or 11, then you could do *4045551212.
Usually hyphens are not included in CallerID.
