Inbound rule CID

Hey ,what is the easiest way to forward all non domestic calls (international) to a specific number. I want all calls from my country to be forwarded to one number and all others to other number.

Create an inbound rule (CID) with 00* forwarding to the number u want.
Usualy national call shoudn't display the international telephone area code witch starts wirth 00.
