Incoming ok; got ballance still call not going out

hi there ,

I have an unorthodox problem which is call not going out although i have balance on my TRUNK , and the problem is all the settings is same and ballnace on account is there but still call not going out.
However on the same trunk i am recieving inbound calls as usual , IVR works and everything else is same.
