Install Vmware ESX Debian12 ISO

I feel like I am missing something. When I use the 3CX installer debian-amd64-netinst-3cx with either UFI or standard Bios I get stuck at the blue screen after selecting my Keyboard. I see the VM reach out to the internet over HTTPS and then nothing else just sits there. I have seen some other posts about maybe needing a USB controller enabled on it and that has not helped either. If I select the GUI install Debian installs fine. I have even made a DHCP reservation for the VM so I can try different DNS servers and that has made no difference either.

This is a freshly downloaded iso? What hypervisor? In general use standard BIOS for 3CX.

This is a fresh download of the ISO. Actually downloaded it more than once just to make sure. The is VMware ESXi, 7.0.3, 20328353. I have tried both EFI and Standard both with the same results.

If you download the Debian 12 netinstall from debian directly, does it install?
