can i integrate Synway SMG1004B-4O 4 as PSTN gateway, if yes how can i ?

3CX is an open standards system so anything that talks SIP can integrate with it to a certain degree.

You should be able to do this if it does but you would need to set it up manually, as a generic gateway in 3CX. If you struggle you might be best getting a supported variant as you can auto provision via a template: https://www.3cx.com/voip-gateways/
