Intercom challenges in V20

In V18, I was able to control intercom access by having an Intercom group with permissions provided to members of the group.
This enabled members to be able to intercom other members and it worked very well.
I still have the Intercom group in V20, but it is now a Department. Members are still members. I am finding though that members no longer have the ability to intercom members.
I have searched online for the way to handle this, but I'm only finding old information which is not applicable to V20.
So far I can only find that system owner and system admin are able to intercom. Obviously, I don't want to provide that level of perms to an extension just so that it can intercom.
Is there an option to allow only intercomming?

It would appear that the only way to enable intercom rights for an extension is to provide receptionist permissions to the extension. That is a lot more permissions than is desired to provide to an extension only so they can intercom.

You can keep the role as user but enable the checkbox under View for operations.
