internal limit to number of /xapi/v1/users returned?

I can manually export 264 users from our system. Mix of extensions and Hot-desk.

But I only get back 255 users (yes 2^8 ??) when I use the API. I try
/xapi/v1/Users => 255 ... should be 264 ....
/xapi/v1/Users?$top=100 => 100
/xapi/v1/Users?$top=100&$skip=100 => 100
/xapi/v1/Users?$top=100&$skip=200 => 55 ?? ... should be maybe 64 ...
/xapi/v1/Users?$top=100&$skip=250 => 5 ??
/xapi/v1/Users?$top=100&$skip=256 => 0 ??
/xapi/v1/Users?$top=300 => error "bad request" ... should be 264 ...

any ideas?

$top is limited to 100 on all endpoints.

Hotdesking users do not show in the main Users request.

Arrrg it had nothing to do with the API (which does return hotdesk phones). I'd set up the API permissions to 'system admin'. Changed to 'system owner' and voila ... all entries appeared.
