International Calls By Group

Is the management of international calls by user group only feasible by leaving the necessary countries enabled and enabling appropriate outgoing rules that allow groups to call the area codes? Isn't there another method?

Yes, this is the way to do it. You will need to allow the countries to which the PBX is authorised to make calls to, then filter based on your outbound rules. For example you might not want everyone to call a particular country, but only certain extensions, or groups (Departments)

In the outbound rules you define calls per group of extensions and prefix as well. With this configuration any other group of extensions will not be allowed to make calls. Keep always in mind that for the outbound rules, the order matters.

I know I was wondering if there was another way. Is it not possible to create outgoing rules based on a time slot?

I'm afraid not, outbound rules apply per call. The only option is to disallow calls outside office hours.
