iPhone Transfer Button greyed out

We are repeatedly having an issue on iPhones where the transfer button will 'grey out' and not be available after answering a call. This does not happen all of the time, but enough that it has become an issue. Has anyone else seen this? Desk phones seem to work fine. I have not seen the issue on Android phones.
