I want to disable the option to mute ring tone for some users. Or maybe just ignore the mute and ring anyway.

Yes.

We use Fanvil X3S desk phones

We use Fanvil X3S desk phones

You would need to use a custom template with a parameter that blocks the volume button, if there's one on Fanvil (I think there is).

Then use that template for your phones. You can copy the official one and edit that.
