is this possible?Two phones are registered in one extension. One is in the office and one is at home as an external extension can the PBX be set to forward calls voicemail when the home phone is switch off??

Yes,

You can configure the remote phone, using remote Extension (STUN) in 3CX,

Use it alot, Directors have phones at home and will connect it when working at home - phone will ring in the office and home.

If the phone is busy or unregistered, you can configured it to go to vm

But if the office phone is still registered - won't the extension still ring until that phone goes unanswered?
Simply unplugging the home phone will not cause this.
Dialing *32 and setting Out of Office to forward to VM is a better solution.
Then when you get to the office, dial *30 to become available again.
(or use 3cx Phone for Windows/Mac)
Do not use the DND button on the phones. It will cause havoc.
