Large scale deployment best practice

A partner of ours has asked for recomendations on how best to deploy 80+ handsets.. Should they implement an SBC or will they be ok as is.... I have not deployed so many devices in one go so wasnt to sure... Have any deployments of this scale been done without use of an sbc or how do you guys go about it? just looking for some practical guidance for my own benefit,

an SBC would only come in to play if the PBX will be in the Cloud and you have not direct connection to it (such as VPN). Can you explain a bit more what the full deployment should look like?

It would be a cloud based PBX and we could set up a ipsec tunnel, or we can provide an sbc both are possible for this deployment ( i have not been given to much information yet as it is still in planning).. im just looking to see how others would approach it. I am tempted to simply set up a vpn and allow connection that way
