Leading '1' is being stripped

Hi,
Two sites with 3CX v16.0.5.619 Pro Annual. All sites are on-premise Linux ISO on dedicated hardware (not VM).
Yealink T27G and T46S phones.
Sites are 4-digit extensions.
Site-1 (xxx.xxx.103.254) extension range 1000 - 1999
(xxx.xxx.103.44) extension 1044
Site-2 (xxx.xxx.43.254) range 2000 - 2999
(xxx.xxx.43.4) extension 2004
Bridge (ext-10100) set up between sites.

My problem is that the leading '1' is being stripped off.
Example,
I receive an external call from 12223334444 (or internal extension 1044).
The number shows up in the phone's History as 2223334444 (or 044).
When I select the number and press send, the call will fail because of the missing ‘1’.

Notice that the From line has 'sip:044' instead of 'sip:1044'. I think this is why the phone(s) is displaying history of '044' instead of '1044'.

What part of 3CX ''sends Invite-OUT Send Req INVITE'?
Is there a filter inside 3CX that is setup by default to strip the leading '1'?
If yes, then how to disable?

I added two outbound rules. The first rule prepends a '1' to 3-digit number before routing internal call to the 3CX bridge between sites. The second rule prepends a '1' to 10-digit numbers before routing external call out our POTS gateway.
