Licence loading error & External IP isn't resolved

just updated 3CX Phone System v3.0.1928.0 and i'm getting "Licence loading error" its the free 3cx. so any idea why i'm getting the error.

also getting "can not be registered. External IP isn't resolved" again have you any idea.

firewall is down and it running on a stand alone unit. modem pc no firewall so fun times ahead

any ideas please
