License Limit Reached - Help

Hello for my inbound and outbound calling, I am receiving an error saying Liscense limit, number of allowed calls reached. I have an annual professional plan with a 4-concurrent call limit. Does anyone know why I am receiving this error?

Additional question. My subscription allows for 4 simultanious calls. Does this also mean I am limited to 4 users? I had gone from 4 users to 5 users last week, then today the error occured. I removed 2 users to attempt to solve the problem, and after about an hour, I am now able to make/receive calls. My question now is....Am I limited to 4 users along with 4 concurrent calls? Or....can I have more than 4 users as long as I dont exceed 4 simultanious calls? Thanks again?

you are only limited to 4 calls simultaneously, not 4 Users, you can have more extensions than that, pay attention to the Active Calls menu on the Admin Console, are all of them used? hope this helps!
 
Also note that it is not just external calls that count towards your limit. Calling ext to ext, transferring (attended), calling voicemail will all count towards your limit.

To expand on the list provided by @Alphabetic keep in mind that the following scenarios also count as simultaneous calls -- inbound calls forwarded to an outside number (user's mobile number) requires two simultaneous calls -- one for the inbound call and one for the outbound call. Callers on hold, waiting in a queue, or anywhere that the call is answered counts as a simultaneous call. Every participant in a conference call is a simultaneous call. As @Alphabetic mention, and most frequently a surprise, is that internal extension-to-extension calls are a single simultaneous call. It appears you are going to need to upgrade your license.
 
Question: Are 4 SC's equal to and the same as 4 users? I recently added a 5th user, but at no time was I exceeding 4 simultaneous calls. I notice that the plan options offer a larger number of users than simultaneous calls. Can you explain the difference between users and SC's if there is one? Also, the error message continued even when no calls were being made. The error message was gone about an hour after I deleted 2 users (to see if that would solve the problem). I appreeciate your feedback!
 
As mentioned above, you can have as many extensions as you want on a 4SC.

You should up your logging to verbose, when you exceed your license it will log the call ID and from that you can see which these calls were.

Can you also do a license refresh and check its showing the correct SC.

I concur with @Alphabetic and @Fabian Jsn. 3CX does not count or care how many extensions you have. You could have 1000 users/extensions. What 3CX cares about is the number of simultaneous calls. Perhaps you were very close to exceeding the 4 SC count before you added the 5th person and now the extra person is pushing you over the 4 SC limit. I will point out that the difference in price between a 4 and an 8 license is almost irrelevant. It's a tiny amount of money.
 
One thing to consider is ring groups and queues, if you set to ring all 4 you can reach your license limit on every call

This isn't true, if 1 x call comes into a queue or ring group it uses 1 x SC, no matter how many users are in the queue/RG.
 
3CX counts connected calls, not polling calls. @RoryJ is correct.

Just to clarify (and apologies if this is nitpicking) it does count the polling calls, that is to say an incoming call will use 1SC even before the call is answered. But it doesn't matter if it's ringing 1 user or 20 users, it's still only 1SC.
