What version are you running? You need U5 minimum to activate. Or v18u9 build35.

Hi, if the system is running v18.0 Update 9 (Build 31) you can't activate the license key in that version, you need to upgrade the system to v20 sp6, make sure to take a backup including the license key, fqdn and system owner extension with an unique email address, then migrate the system to v20.
