Limit connections by DID

Is there anyway to limit the number of connections allowed per DID? We have one large sip trunk with many DID's on it. We would like to limit some of the DID's to only allow a certain number of connections to ensure that certain departments always get calls even if one department gets overwhelmed.

Is that possible?

Pretty sure you would require a number of different trunks for this to work
