Loading 3cxpscomcpp2.dll

Hello,

I'm trying to load 3cxpscomcpp2.dll via LoadLibraryW or LoadLibraryA and am getting a 193 error.
I know that my path is correct and my application name is in 3CXPhoneSystem.ini.
I have also tried GetModuleHandleA and GetModuleHandleW with no luck.

Can 3cxpscomcpp2 be loaded and used in any other language than c#?
